FIRE PROTECTION SYSTEM



GENERAL

The Bidder shall provide a complete fire protection system that furnished with all required equipment to form a complete fire protection system as define by NFPA codes, standard and recommended practices codes, as listed below:

·         Yard mains and outdoor fire hydrant shall be in accordance with NFPA 24 and 26
·         Stand pipes and hose systems shall be pre NFPA 14, 1961 and 1962.
·         Automatic fire detectors, Fire Alarms and fire protection actuation system, shall be per NFPA 72A-E.

·         Portable fire extinguisher and dry chemical extinguishing system shall be per NFPA 10 and 17.
·         Automatic and manual sprinkler systems shall be per NFPA 13, 231 and 231C.
·         Dry chemical systems shall be per NFPA 17.
·         Carbon dioxide systems shall be per NFPA 12.
·         Water spray fixed systems shall be per NFPA 15.
·         Fire water valves shall be per NFPA 13, 14, 15, 20, 24 and 26.
·         Fire pumps shall be per NFPA 13 and 20.
·         Water supply shall be per NFPA 13, 15, 20 and 22.
·         The deluge fire protection system shall be per NFPA 13 & NFPA 15.
·         The water and foam monitors shall be provided per NFPA 11
·         Protection clothing and helmets shall be provided per NFPA 1971 and 1972.
·         Breathing apparatus shall be provided per NFPA 1981.

The fire protection system design shall be adequate for the site condition, to provide a high degree of protection to the plant, equipments, buildings and employees.

The Bidder shall also provide complete set of portable fire extinguishers and wheel cargo extinguishers, protective clothings and helmets, tools, breathing apparatus, etc. around the power plant, and all buildings.
           

FIRE HYDRANT SYSTEM

An underground fire hydrant ring main facility shall be provided. Strategically placed indoor hydrant system, outdoor hydrant system and water hose station connections shall be provided on the system to suit the site/plant/building configuration. The fire hydrant protection system would be arranged to draw water from one (1) fire fighting water storage tanks with capacity in accordance with NFPA standard. A pump to transfer water from raw water storage tank to fire fighting water storage tank shall also be provided.

Hydrant pumps shall comprise of one (1) 1x100% electric motor driven pump and one (1) 1x100% diesel engine emergency driven water pump. The seawater diesel driven fire pump shall be provided for emergency supply water. The hydrant pumps shall be sized to accommodate the use of the main in two separate site areas during an emergency and shall be operationally continuously rated. A re-circulation line for pump test shall be installed in each pumps.

A jockey pump and motor unit shall be provided to maintain the pressure in the fire main. An air filled pressure sustaining vessel shall be provided to reduce the operating cycle of the jockey pump.

Each of the fire hoses shall be provided with instantaneous coupling with male and female coupling at opposite ends and shall be compatible with standard Indonesia fire appliance connections.

The fire protection zones shall be numbered generally in accordance with the format described in exhibit –1.

The zones to be covered by the fire protection system for unit 3 & 4 Boiler area shall be as listed in exhibit – 2.

The zones to be covered by the fire protection system for unit 3 & 4 Power House shall be as listed in exhibit – 3.

The zones to be covered by the fire protection system for unit 3 & 4 coal and Ash Handling area shall be as listed in exhibit – 4.

The zones to be covered by the fire protection system for unit 3 & 4 Miscellaneous Outdoor Building / structures shall be as listed exhibit – 5.

The zones to be covered by the fire protection system for unit 3 & 4 list of preliminary portable fire extinguisher requirements as listed in exhibit - 6.

The zones to be covered by the fire protection system for unit 3 & 4 Type of fire protection equipments as listed in exhibit - 7.

INTERNAL DRY RISER SYSTEM

Dry risers shall be provided for Internal protection to boiler galleries and turbine houses. Top landing valves shall terminate at the boiler house/turbine house roof levels. Standard pumping-in connections shall be provided at the base of each riser.

FIXED WATER SPRAY SYSTEM

These systems shall be fed from service/fire water main pipe which is common use of both service water purpose and fire protection piping network.

The water supply valve shall operate either by remote operation and manual operation.

The Bidder shall define which fixed water spray systems shall be automatically initiated and which systems shall be manually initiated. Where fixed sprays are installed to protect areas with hot surfaces e.g. steam turbines, the spray shall be manually initiated remotely but within visual contact of the protected area. Where automatic initiation of the fixed spray water system is to be employed the Bidder shall define the fire detection mechanism.

GAS PROTECTION SYSTEM

All gas type fire protection shall be designed for CO2. Any HV electrical switch rooms with CO2 protection shall have positive disarming systems for safe entry for operational and maintenance purposes. The Bidder shall provide CO2 fire protection system at electronic room and other locations proposed by the Bidder. The system shall provide with complete CO2 storage system including CO2 bottles and its connections.
The Bidder shall provide inergen gases fire protection system at Control room.


CABLE AND SWITCHROOM FIRE PROTECTION/DETECTION

Combustible cable shall be, enclosed with fire retardant cable insulation.

Combustible cable shall be protected by fast acting fire detection and protection systems, which initiated automatically.

In control buildings and other areas where cable fires could result in unacceptable corrosion damage and/or the obstruction of fire fighting procedures, combustible cable shall be enclosed with fire retardant cable insulation. Emergency exits shall be located such that any point of an enclosed route, is no more than 45 meters route length, from a normal or emergency access/exit point.

Smoke detection shall be provided for all switch rooms. Smoke and fire detection system shall be provided in manned control buildings where cabling is concealed above ceilings or below floors i.e. computer flooring.
