GENERAL CIVIL AND ARCHITECTURAL DESIGN REQUIREMENT PLTU

BUILDING AND STRUCTURAL DESCRIPTIONS
The general arrangement drawings which are included with the Bid Document shows the intended lay out of PLTU units  3 & 4.
 
The Contractor shall design, furnish and install the Civil Works, complete as indicated and as specified in this specification herein.

 The Contractor is required to comply with the location and arrangements of the major buildings, structures and other facilities as shown on the Bid Drawings including but not limited to:

The arrangement of plant, buildings, structures and others as shown on the Bid drawings shall not be altered unless approved by the Owner.

Unless otherwise noted, the architectural views of the buildings shall be designed in accordance with the Bid drawings.

STEAM TURBINE BUILDING

 
The steam turbine building consist of  turbine hall which includes the turbine generator set, related auxiliary equipment and the electrical aisle which includes the control room, associated electrical and C & I equipment, services and maintenance facilities.
 
The size and arrangement of this building shall be as shown on the Bid drawing, to house the steam turbine and all associated mechanical & electrical equipment as specified in the applicable mechanical and electrical technical specifications.
 
The steam Turbine Building shall be a structural steel framing enclosed with insulated metal siding and a slope insulated metal roofing. The building shall consist of grade, elevated mezzanine and main floors.

The grade floor shall be a reinforced concrete slab and the elevated floors shall be reinforced concrete and grating floors. Galvanized metal decking shall be used for forming the elevated concrete floors.

The foundation for the steam Turbine will be mounted on a monolithic reinforced concrete foundation block supported by bored piles diameter of 60 cm and 90 cm. The structural design and construction on these foundations will be submitted to the Owner for review and approval. The Contractor shall also provide complete design of all anchor bolts and embedment.

 This building shall be designed with a reinforced concrete foundation slab sitting on bored piles.

 Grade floor elevation of this building shall be designed a minimum 30 cm above the design ground floor.

 Ramp way shall be provided at every main access road to this building.

 To maximize the benefit of natural light colored aluminum glazed windows shall be provided in the insulated metal siding.

 
BOILER INCLUDING AUXILIARY PLANT

 The structures which are described in this subsection cover the foundations and the ground floor required to support the boiler upper structure and equipment which will be supplied by the Contractor.

 The supporting structures in the Boiler Island consist of:

 1.        Foundations for the boiler plant and the bunker bay.

2.        Elevated floors as indicated in the Bid drawings.

3.        Ground floor slab.

4.        Foundations for the Electrostatic Precipitator.

5.        Equipment foundations, in particular for the support of : Pulverizes, Boiler Plant auxiliaries, Electrostatic Precipitator Auxiliaries, Ash Handling facilities and Fans (PA; ID and FD).

6.        Facilities such as (Stack foundation, Conveyor and Reclaim Hopper) structure foundations and underground cable structures ducts/tunnels.

The supported upper structures and equipment, mainly consist of :

1.        Bunker bay which includes equipment to receive coal and to control  consumption of coal to the boiler plant.

2.        Boiler plant facilities consist of boiler, pre-heater, secondary air heater and economizer.

3.        Electrostatic Precipitator

4.        Stack

The bunker bay and boiler plant are supported by steel structure. The foundations supporting the boiler house shall be designed as an integrated solid concrete floor slab sitting on bore piles. The piles consist of 90 cm diameter concrete bored piles.

 COOLING WATER SYSTEM

The cooling water system consist of a pressure pipe connection between the cooling water pump house and the steam turbine condensers located in the turbine building and the cooling towers.

The majority of the pipe line will be buried GRP pipes, some sections embedded in concrete and the rest being steel / FRP piping installed above grade level.

Cooling Tower Structure and Foundation
The cooling tower structure shall be reinforced concrete framing. The cooling tower basin shall be made of reinforced concrete by using cement type V. The cooling tower foundation is sitting on pile foundation.


Circulating Water pump Pit Foundation
 As specified in the mechanical specification the C.W. pump shall be indoor type and will be installed at the C.W.P. pit. The dimension and arrangement of C.W. pit foundation shall be as indicated on the Bid drawings.
The foundation shall be reinforced concrete structure foundation slab made of cement type V supported by piles.
 
Other Cooling Water System Facilities

 The other cooling water system facilities required shall be provided by the Contractor. The facilities are:

 - River water supply facilities

- Cooling tower make up water facilities

- Cooling tower blow down water facilities.

The river water is used exclusively for the cooling tower make up purposes. After screening in the river water intake structure, the water is pumped to the clarifier.


CONTROL BUILDING


The control building shown on Bid drawing shall be designed as a steel framing structure founded on bored piles with reinforced concrete floor and sloped reinforced concrete roof.

 The overall size and room arrangement shall be in accordance with the Bid drawing.
 The building shall consist of grade, mezzanine, cable spreading and main floors for housing control board, computers, electrical equipment, cable, batteries, laboratory equipment, AC machine and cable room with raised floor 600 mm height.

Windows and louvers shall be provided for ventilation purposes. Sunscreens made of aluminum plate shall be provided in front of glazed windows. An air conditioning system shall be provided in the majority of room in the Control Building such as control room, computer room, office room, conference room and others as directed by the Owner.

 SWITCHYARD

 All steel structures; towers and equipment supports shall be of galvanized steel construction. The structures supporting conductors shall include facilities for ready access to all insulator sets. These shall be permanently attached climbing devices with guardrails.

 All foundations for the structures shall be either footings or reinforced concrete slab sitting on PC piles as determined by the Contractor based on the geo-technical conditions of the substation site.


STACK
The stack arrangement drawings included with the Bid Document show an intended arrangement of the stack for this project.
The stack and the steel flue liners shall stand on isolated reinforced concrete foundation and shall be supported by bored piles.


MISCELLANEOUS BUILDINGS AND ENCLOSURES

 The following miscellaneous buildings shall be reinforced concrete structure :

1.      Cooling Tower Station

2.      Cooling water system electrical building

3.      Other buildings related to the work as required by the Owner
 
The foundation of those buildings shall be sitting on spread foundation or on piles
Enclosures of the buildings shall be plastered on concrete block wall.
Window arrangements and size shall be sufficient to maximize natural lighting inside. There shall be no windows for the diesel generator building.

 Floor drainage shall be provided in the diesel generator building and shall be routed through the oil separator before discharging to the storm water system.
Shelters shall be provided for the following equipment/plant :

- Water treatment plant

- Other structures as requested by the Owner.

The size of shelter shall be adequate to cover all equipment.

Floor shall be reinforced concrete slab.
 
OTHERS STRUCTURES
Plant Water Facilities

The plant water facilities consist of demin water tank, clarifier, treatment water pumping station and treatment water pumping station.

Waste Water Treatment FacilitiesThe waste water treatment facilities consist of sludge dewatering building and sludge thickener.
 
Equipment Foundation
Foundation required to support any mechanical or electrical equipment shall be reinforced concrete supported on piles. The equipment foundation shall cover to following structures:

-       Firefighting pump station
-       Other structures as directed by the Owner

No expansion anchors shall be used for vibratory equipment and outdoor application.
The top of all foundation shall be kept 30 cm above design ground level and the top shall be sloped to prevent any standing water.

All sharp edges of foundation above the ground shall be chamfered.
 
Diesel Oil Day Tank

Diesel Oil Day Tank shall consist of Diesel oil day tank and its foundation, Diesel oil receiving facilities foundation and drainage.

 Cable Ducts

Cable ducts shall be poured in place concrete construction. All ducts shall be covered with removable reinforced concrete covers.

 All ducts shall be provided with drainage system. Where sufficient sloping for proper drainage cannot be achieved, sump pits and pumps shall be provided by the Contractor without any additional cost to the Owner.

 Take Off Structures in Switchyard Area

 All take off structures, gantry towers etc. supporting electrical equipment shall galvanized steel and sitting on pile foundations.

All areas of switchyard shall have gravel paving to minimize the potential of grass growth.

Sewage Treatment System

Separate mechanical sewage treatment system shall be provided by the Contractor for the main control building and others buildings.

The mechanical sewage treatment system capacity as mentioned at above sub-clause shall be designed for 50 persons for the main control building.

A septic tank with drainage system shall be provided for the substation control building and other buildings.

Septic tank shall have capacity to accommodate 25 people.

Cable Tunnel

Cable tunnel shall consist of box culverts reinforced concrete structure completed with drainage system, including submerged pump & pump pit facilities.

Ash storage

The ash storage shall consist of ash storage area, Ash Pond and leachate treatment facilities as shown on the Bid drawing.

Ash Silo

The ash silo shall be made of reinforced concrete structure sitting on piles foundation

Electrical room for ash management

The electrical room shall be made of reinforced concrete structure and supported on piles.

Drainage Facilities

 The drainage facilities shall consist of centrifugal reinforced concrete pipes manholes side ditches, catch basin and check pit. The Contractor shall design the site drainage system and submit the construction drawing of the drainage system to the Owner for approval.

 Funnel Bunker
 The Funnel Bunker shall be made of reinforced concrete structure sitting on piles foundation.


 Clarifier and Sludge Thickener
 Clarifier and Sludge Thickener shall be made of reinforced concrete structure sitting on piles foundation.
 
SITE DEVELOPMENT

The Bidder shall be responsible to design and construct all site development works in the power plant area. The plant ground level shall be designed similar to existing ground level. Most of the existing areas have a level at those ground level, except area for Cooling Tower and ash disposal area.

CDA No.: C-005

The works consist of but not limited to clearing, grubbing, stripping, excavation of unsuitable material, backfilling and compacting under building and heavy structure, soil improvement, river protection (PC corrugated sheet piles) also filling and compacting to grade level including demolition any substructures founded on the project area.

The Bidder shall provide vertical band shaped drain to accelerate consolidation time.
The Bidder shall describe the material and arrangement of this soil improvement method in his proposal.
All material and arrangement shall be subject to approval of the Owner.

SURVEYING AND SETTING OUT

 The Contractor shall use existing benchmarks at site for his reference and use to conduct surveying work.

The Contractor shall perform all surveying and setting out and necessary calculation to establish the accurate location of the plants in accordance with the approved drawings.

The works shall include furnishing all labor, technicians, qualified surveyor, and required surveying equipment and apparatus in accordance with the Technical specification.

SOIL INVESTIGATION

The Contractor shall consider that he requires some investigation to confirm or verify the site condition and, he shall carryout an additional investigation and shall state it in the bid proposal, including the reasons.

Soil investigation required by the Contractor and proposed after contract signing will be the Contractor’s responsibility and at no additional cost to the Owner.

The Contractor shall submit a soil investigation program to the Owner for approval immediately after Contract Award.

The work shall consist of mobilization, demobilization, transports and furnishing of labors, all machines, equipment and installations necessary to perform the soil investigation in accordance with the Technical Specification.

The reports of Soil Investigation shall include a recommendation of foundation type for all Buildings and Structures. There is no submittal of final reports, before any approval of draft reports.

The approval does not relieve the Contractor from his obligation to undertake additional investigation of the soil based on the Owner’s request.


FIELD AND LABORATORY TESTING

The Contractor shall appoint at his own expense an approved independent company to carry out all testing specified in the Bid Document.

The Contractor shall furnish labor, qualified technicians, all materials, and testing equipment/apparatus to perform the field and laboratory testing as specified in Book II.

The work shall consist of carrying out all tests for piles, earthwork, structural steel work, welding, concrete work and other tests to perform work under the scope of this contract and as indicated in technical specifications herein, including keeping the records and submitting it to the Owner.

SLOPE STABILIZATION
 
The Contractor shall design and provide slope stabilization at the perimeter of the embankment area at the power plant and surrounding ash disposal area or as directed by the Owner.

Gabion with PVC Coated shall be used for structure in contact with water, and riprap shall be used for other area as specified in the Approved design drawing.

This work shall include furnishing all material, labor, equipment and other items required to complete the work.

PROVISION OF INFORMATION


The Bidder shall provide full and detail architect’s and structure’s drawings of all buildings and structures including structure and foundation calculation to the Owner for approval. The Bidder shall not proceed with working drawings/construction without such approval from Owner.
